Welcome to Region 21 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, service much of Southern California from our regional office in downtown Los Angeles and resident office in San Diego. If you have questions or wish to file a charge or petition for election, please visit one of our offices or call and ask for the Information Officer on duty. William B. Cowen

William B. Cowen was appointed Regional Director of the Los Angeles Regional Office (Region 21) in 2016.  Mr. Cowen began his NLRB career in 1979 and served in various capacities throughout the Agency at both Headquarters and in the field until he left to enter private practice in 1985. Mr. Cowen was later appointed by President George W. Bush to serve as a Board Member from January 22, 2002 to November 22, 2002. He then acted as Executive Assistant (Chief of Staff) to NLRB Chairman Robert J. Battista. From 2006 to 2016, Mr. Cowen served as the Board’s Solicitor. Mr.

Federal judge orders Southern California hospital to recognize and bargain with nurses’ union

At the request of the National Labor Relations Board, a U.S. District Court Judge has ordered Avanti Health System, LLC, to recognize and bargain with the union that has long represented registered nurses at Community Hospital in Huntington Park.
The temporary injunction granted Wednesday, March 30, by Judge Otis D. Wright II in the Central District of California will remain in effect until the underlying case is fully resolved by the NLRB.
