Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees, employers, and unions from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year. Region 21 serves areas in California from its Resident Offices in Los Angeles and San Diego.
Nathan M. Seidman Named Assistant to the Regional Director of the NLRB's Los Angeles Office
Richard F. Griffin, Jr., General Counsel of the National Labor Relations Board, today announced the appointment of Nathan M. Seidman as the Assistant to the Regional Director of the NLRB’s Regional Office in Los Angeles, CA (Region 21). In his new position, Mr. Seidman will assist Regional Director Olivia Garcia in the administration and enforcement of the National Labor Relations Act in the southern California area.
Region 21 Welcomes Phillipines Los Angeles Consul General
Region 21 hosted Phillipines LA Consul General Leo M. Herrera-Lim on October 22, 2014. The Consul General viewed the signing of a Memorandum of Understanding between the National Labor Relations Board and the Phillipines. The Memorandum of Understanding will memorialize our Agency's commitment to work with the Consulate to provide outreach to Filipino communities across the country. Region 21 and 31 Regional Directors Olivia Garcia and Rubin Mori welcomed Consul General Herrera-Lim and gave brief presentations concerning the important work of the Agency.
Labor Rights Week at the Mexican Consulate 2014
For the second year in a row, Regions 21 and 31 will join the Mexican Consulate's efforts to inform migrant workers of their employee rights in the United States. In a week long effort, both Regions will participate in the signing of a Local MOU with the Consulate, staff information tables and provide trainings for community leaders concerning employees rights under the NLRA.
Board Issues Decision in Region 21 Weingarten Case
In another litigation win for Region 21, the Board in Ralph’s Grocery, 361 NLRB No. 9 (2014), ruled that the Employer violated Section 8 (a) (1) and (3) of the Act by firing an employee who refused to take a drug test without consulting a union representative first. The Board held that the refusal was intertwined with the worker's assertion of his Weingarten rights.
Region 21 And DOL To Give Presentation At Chinese Consulate Employment Rights Event
On July 24, 2014, Region 21 join the Department of Labor's Wage and Hour Division as well as other local agencies for an all day event to promote worker's rights at the Los Angeles Chinese Consulate. Regional Director Olivia Garcia and Assistant Regional Director Bruce Hill will give a presentation concerning employee rights under the National Labor Relations Act.
Region 21 Issues Complaint Against Green Fleet Systems, LLC
On June 24, 2014, Region 21 issued a consolidated complaint against Green Fleet Systems, LLC on approximately 50 Section 8 (a)(1) and (3) allegations. These range from unlawful termination and discipline of employees, threats of plant job loss and plant closure, surveillance, solicitation of employees to sign an anti-union petition, promise of increased benefits and improved terms and conditions of employment, and interrogation of employees about their union membership, activities and sympathies. The complaint concludes an extensive and lengthy investigation.
Region 21 To Conduct Largest Election in 25 Years
On June 28 and July 1, 2014, a unit of almost 5,900 food and beverage employees employed at Disneyland and at Disney California Adventure will vote on whether they wish to be represented for the purposes of collective-bargaining by their current union, Workers United, Local 50, Anaheim , California, affiliated with the Workers United Union, Service Employees International Union, or the petitioning union, Foods Union, or neither union. The ballots will be commingled and counted at the offices of NLRB Region 21 on July 2, 2014. More than 25 Board agents, from Regions 21 and 31, are involved

Region 21 Invited to LA Mexican Consulate's 10th Anniversary of EMPLEO Program
On Wednesday, June 18, 2014, Regional Director Olivia Garcia will be joining directors from the EEOC, OSHA, DOL and other major federal and state labor and employment agencies for the Los Angeles Mexican Consulate's 10th Anniversary of its Employment Education and Outreach (EMPLEO) Program. The event is designed to highlight these labor agencies' efforts to work with the Mexican Consulate to promote and safeguard labor rights among the Hispanic Community.
Region 21 and 31 Co-Sponsor 32nd Annual Labor and Employment Law Conference
This year marks the 32nd Annual Labor and Employment Law Conference presented by Region 21 and Region 31 of the National Labor Relations Board in conjunction with the Orange County Labor and Employment Relations Association (OC LERA, formerly the Orange County Industrial Relations Research Association or OCIRRA), and the Federal Mediation and Conciliation Service (FMCS).
