Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees, employers, and unions from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year. Region 21 serves areas in California from its Resident Offices in Los Angeles and San Diego.
William B. Cowen Named Regional Director for Region 21
Washington, D.C. – National Labor Relations Board Chairman Mark Gaston Pearce and General Counsel Richard F. Griffin, Jr. announced that William B. Cowen has been named the new Regional Director for the Agency’s Region 21 Office in Los Angeles. In his new position, Mr. Cowen will be responsible for enforcing one of the nation’s primary labor laws covering private sector employees in Southern California.

On December 15, 2014, the National Labor Relations Board’s (NLRB) published in the Federal Register its Final Rule amending its representation-case procedures; the Final Rule will take effect on April 14, 2015.
