Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees, employers, and unions from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year. Region 14 serves areas in Illinois, Iowa, Kansas, Missouri, Nebraska, Oklahoma from its Regional Office in St. Louis, its Subregional Office in Overland Park, and its Resident Office in Tulsa.

The NLRB Regional Office in St. Louis, MO will be presenting an introduction to the New Representation Case Rules that will be effective April 14, 2015. We are offering sessions on two separate dates, April 7 and April 9, 2015. Each session will begin at 10 a.m. Two hours have been set aside for each session, and the presentation includes the opportunity for questions and answers. The sessions will be conducted in the Second Floor Auditorium at the Robert A. Young Federal Building, 1222 Spruce Street, Second Floor, Saint Louis, MO 63103.
Region 14 Obtains Settlement For Teacher
On October 21, 2014, Subregion 17 approved a settlement agreement to resolve a complaint issued by the Regional Director on behalf of Michelle Emmons. Following an investigation of a charge filed by Ms. Emmons, the NLRB subregional office issued a complaint alleging that Imagine Ventures, Inc. d/b/a The Goddard School fired Ms. Emmons on May 6, 2014, because she engaged in discussions with other employees about the Company’s imposition of a wage freeze and other benefit reductions.

William B. Cowen
William B. Cowen was appointed Regional Director of the Los Angeles Regional Office (Region 21) in 2016. Mr. Cowen began his NLRB career in 1979 and served in various capacities throughout the Agency at both Headquarters and in the field until he left to enter private practice in 1985. Mr. Cowen was later appointed by President George W. Bush to serve as a Board Member from January 22, 2002 to November 22, 2002. He then acted as Executive Assistant (Chief of Staff) to NLRB Chairman Robert J. Battista. From 2006 to 2016, Mr. Cowen served as the Board’s Solicitor. Mr.
Naomi Stuart appointed Officer in Charge in Overland Park, Kansas
National Labor Relations Board Chairman Mark Gaston Pearce and Acting General Counsel Lafe Solomon have announced the appointment of Naomi L. Stuart as Officer in Charge of the Agency's newly-designated Subregional office in Overland Park, Kansas (Subregion 17). In her new position, Ms. Stuart will assist Daniel Hubbel, Director of the NLRB’s Region 14 in St. Louis, in enforcing the National Labor Relations Act in Kansas and Oklahoma, and in certain counties in Missouri, Iowa and Nebraska. Federal judge orders Missouri hotel to recognize union and rehire two employees
An extended stay hotel that refused to negotiate with the union that represents its workers, fired its two union employees, and contracted out their work was ordered by a federal judge to offer reinstatement to the workers and recognize and bargain with their union.
