Voting Unit (Unit A): All armed and unarmed security officers employed by the Company performing guard duties assigned to the FDR Library in Hyde Park, New York, under the Company’s contract with the National Archives and Records Administration (“NARA”); excluding office clerical employees, managerial personnel, supervisors as defined by the National Labor Relations Act, and all other personnel. The parties’ contract further states that “[i]t is expressly agreed and understood between the parties that neither probationary employees as defined in this Agreement, nor persons enrolled or participating in pre-hire training programs offered by the Company, shall be considered employees under this Section.” The contract provides the following definition of probationary employees: “All employees newly hired, or rehired after termination of their seniority, shall be classified as probationary employees for a period of ninety (90) days from the date of hire or rehire.”
