If, after the final vote tabulation, those persons’ ballots are not determinative of the outcome of the election, the following will be appended to the Certification of Election: “Note, however that the full-time and regular part-time clerical and administrative dual function employees are neither included in nor excluded from the bargaining unit covered by this certification, inasmuch as the parties agreed to permit the said full-time and regular part-time dual function employees to vote subject to challenge.”
