Region 2-New York Wins Injunction Requiring Covenant House NY to Bargain with the Union

On September 5, 2025, the Honorable Ronnie Abrams, United States District Judge in the Southern District of New York entered her order granting a preliminary injunction under Section 10(j) of the Act against Covenant House NY in Case 25 Civ. 03642-RA.  Following oral argument on August 13, Judge Abrams announced her intended ruling from the bench. The order enjoins respondent from failing and refusing to bargain in good faith with the Union, refusing to furnish relevant requested information, threatening employees with discipline for engaging in Union activities or in any like or related manner unlawfully interfering with, restraining, or coercing employees in the exercise of rights guaranteed to them under Section 7 of the Act.  The order also requires respondent to meet with the Union on a bargaining schedule, furnish the Union requested information, submit monthly bargaining status reports to the Region, and to post, electronically distribute, and read aloud to assembled employees the Court’s order.  Attorney Jacob Frisch briefed and argued the case on behalf of Petitioner John D. Doyle, Jr., Regional Director for Region 2, for and on behalf of the National Labor Relations Board.  The temporary injunction will remain in effect until the underlying unfair labor practice case, Covenant House, NY, 02-CA-337831, is fully resolved by the Board.

The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year. Region 2 serves areas in New York from its Regional Office in New York City.
