New Board Members Select Their Chief Counsels

Newly sworn-in Board Members James R. Murphy and Scott A. Mayer have each selected a Chief Counsel.
Board Member Murphy has selected Rachel Gartner to serve as his Chief Counsel. Most recently, Ms. Gartner served as Chief Counsel to Chairman Marvin E. Kaplan. Ms. Gartner joined the NLRB in 1997 as an attorney in the Appellate Court Branch and, over the course of her career, has held many leadership positions, including Assistant General Counsel and Deputy Chief Counsel to five Board members. Prior to joining the Board, Ms. Gartner clerked for the Honorable T.S. Ellis, III on the United States District Court for the Eastern District of Virginia and for the Honorable Jane R. Roth on the United States Court of Appeals for the Third Circuit. She also worked as an associate at Morgan, Lewis & Bockius. Ms. Gartner received an A.B. from Stanford University and a J.D. from Stanford Law School.
Board Member Mayer has selected Grant Kraus to serve as his Chief Counsel. Grant joined the Board in 1990 as a staff attorney before being promoted to supervisor and then to Deputy Chief Counsel -- all on the same staff. Prior to joining the Board, Grant worked as an associate at Morgan, Lewis & Bockius. He graduated from Williams College and New York University School of Law, where he served on the staff of the law review.
Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year.
