Judge Rosas was appointed in August of 2003. In addition to proceedings under the National Labor Relations Act, he has presided over cases brought pursuant to the World Trade Center Victim Compensation Fund and disciplinary proceedings brought under the Hatch Act, Trading with the Enemy Act and Treasury Circular 230 (IRS). He served briefly as a judge for the Social Security Administration and the Federal Maritime Commission before transferring to the NLRB. Before that Judge Rosas had 22 years of litigation experience in New York State and the Southern District of New York. He served as an Assistant New York City Corporation Counsel, Assistant Counsel to Governor Mario Cuomo, and Assistant New York State Attorney General-In Charge of the Claims Bureau. Judge Rosas received his undergraduate degree, with honors, from the John Jay College of Criminal Justice in New York City. He attended New York Law School and Golden Gate University School of Law, receiving his law degree in 1979. Judge Rosas has over 40 years of service to professional and civic organizations, including service as past president and current NLRB Delegate to the Executive Committee of the Federal Administrative Law Judges Conference, and as a Board Member of Legal Services of Northern Virginia.
