The bargaining unit shall exclude managers, confidential employees, all on-call staff except San Juan-based Standby DCRs and Whatcom County on-call staff, ARNPs outside of Skagit, Island, Whatcom and San Juan Counties, guards and supervisors as defined in the Act.
