Welcome to Region 20 of the National Labor Relations Board. We conduct elections and investigate charges of unfair labor practices by employers or labor unions, serving parts of California and the state of Hawaii from offices in San Francisco and Honolulu.

INFORMATION OFFICER AND COMMUNITY OUTREACH: If you have questions, or wish to file a charge or petition for election, please visit our office at 901 Market Street, Room 400, or call (415) 356-5130 during office hours (8:30am to 5:00pm) and ask for the Information Officer on duty. We can arrange to have someone speak with you in the language of your choice, including Spanish [podemos ayudarle en español]. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.

SEEKING VOLUNTARY FIELD EXAMINER INTERNS: This Regional Office participates in the NLRB’s Volunteer Field Examiners Program for undergraduate and graduate students.  The Volunteer FX interns assist in conducting unfair labor practice investigations, arranging representation elections, conducting elections and performing basic legal research. Volunteer Interns will work directly with agents and report to a supervisor who will guide them in handling case work and investigations. Interns may be briefed by senior officials from throughout the Region and Agency about the NLRB and the NLRA. Interns will be asked to produce written work products summarizing the results of investigations along with recommendations.  The Agency will work closely with participating schools to ensure class credit where permitted or desired and will provide on-the-job training as well as training on the NLRB through live and video presentations of the Agency’s Summer Intern Program and regularly scheduled Board Agent training.  Please click on the following link: Student Positions - Pathways and volunteer for more information.  

News From the Region

The 9th Circuit Court of Appeals on Thursday granted the National Labor Relations Board’s petition for enforcement of a 2011 decision against owners of a luxury Waikiki hotel, and affirmed an injunctive order against the hotel by a federal district court, also issued in 2011.

Whether an employee who honors another union’s picket line is protected by the National Labor Relations Act can be a complicated issue. While under the Act employees have the protected right to engage in strikes, including sympathy strikes, there are potential factors that may deprive them of that protection. These factors may include a no-strike clause in a collective-bargaining agreement, which in certain circumstances may prohibit employees covered by that agreement from engaging in strikes, including sympathy strikes.

The National Labor Relations Board today issued a complaint alleging that 24 Hour Fitness USA, Inc. violated federal labor law by insisting that all employment-related disputes be resolved by individual arbitration.

A federal magistrate in Honolulu has recommended that the Pacific Beach Hotel of Waikiki be ordered to pay more than a quarter million dollars to the National Labor Relations Board and to the International Longshore and Warehouse Union, Local 142, as the latest contempt sanction in a long-running dispute.  

National Labor Relations Board (NLRB) Acting General Counsel Lafe Solomon announced the appointment of career attorney Jill Coffman as Regional Attorney of the NLRB’s Regional Office in San Francisco, California (Region 20). In her new position, Ms. Coffman will assist Regional Director Joseph F. Frankl in the processing of representation and unfair labor practice cases filed under the National Labor Relations Act in northern California.
