Regional Director

Welcome to Region 8 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving most of Northern Ohio from our office in Cleveland. If you have questions or wish to file a charge or petition for election, please visit our office in the Anthony J. Celebreeze Federal Building, or call and ask for the Information Officer on duty. We can arrange for someone to speak with you in the language of your choice. We are also happy to provide speakers and other materials to promote a greater understanding of the National Labor Relations Act.

News From the Region

The National Labor Relations Board’s Office of the General Counsel has issued a consolidated complaint against Community Health Systems, Inc. (CHS), the parent company of a nationwide chain of hospitals. The consolidated complaint alleges that CHS and seven wholly-owned subsidiary hospitals comprise a single integrated employer that has violated the National Labor Relations Act by engaging in a series of unfair labor practices.

National Labor Relations Board Chairman Mark Gaston Pearce and General Counsel Richard F. Griffin, Jr. announced the appointment of Allen Binstock as Regional Director in the Cleveland Regional Office (Region 8).  Mr. Binstock  will be responsible for the enforcement of the nation’s primary labor law covering private sector employees in most of Northern Ohio. 

On January 24, 2014, the United States District Court for the Northern District of Ohio Eastern Division granted an injunction filed by Frederick J.

A federal judge has ordered the operator of an Ohio nursing home to offer reinstatement to about 20 union employees who were not retained when the facility’s management changed hands, and to recognize and bargain with the union that had represented employees at the home before the change.

U.S. District Judge James S. Gwin granted the NLRB’s petition for a temporary injunction after agreeing with the agency that there was reasonable cause to believe the operator – JAG Healthcare, Inc. - refused to hire former employees in an attempt to avoid union obligations.
