Today, General Counsel Crystal S. Carey announced the appointment of Jessica Foley to Regional Director of the NLRB Region 1-Boston office. In this capacity, she will lead the Region in its administration of elections, investigation of unfair labor practice charges, mentoring of staff, and partnership with headquarters to advance Agency initiatives and strengthen service to the public. Region 1 is responsible for administration of the National Labor Relations Act in most of New England, with offices in Boston, MA and Hartford, CT.

“Jessica is an exemplary public servant with a deep commitment to the National Labor Relations Act,” said General Counsel Carey. “Her excellence and skill in navigating complex matters have earned her the confidence of both regional and headquarters’ leadership. I am equally impressed with her ability to build and maintain relationships with local bar associations and practitioners, which has greatly helped the Region fulfill its mission in Region 1. I am confident that Region 1 is in capable hands with Jessica, and I look forward to working with her to effectuate the mission of the Agency.”

A native of Central New York, Ms. Foley earned a Bachelor of Arts in Psychology from St. Bonaventure University and a Master of Industrial Relations from Cornell University’s School of Industrial and Labor Relations. She began her career with the National Labor Relations Board in 2003 as a Field Examiner in its Co Op program in Buffalo, NY (Region 3). The following year, she joined Region 31 in Los Angeles as a Field Examiner, where she further developed her expertise in representation and unfair labor practice casework.

In 2008, Ms. Foley transferred to Region 1. Over the next decade, she served as a key contributor to the Region’s case investigations, election processes, and compliance operations. Her leadership and mentorship were formally recognized in 2019 when she was promoted to Supervisory Examiner.

Since 2021, Jessica served as Assistant Regional Director of Region 1, where she played a central role in overseeing casehandling quality, managing supervisory staff, and guiding the Region through significant operational transitions.

Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year.
