Unit Description: Item 5: Unit Involved (Present) All full-time and regular part-time registered nurses employed by Bayonne Medical Center at its 29th Street at Avenue E, Bayonne location (including offsite facilities in Bayonne), including those registered nurses employed as child health conference nurses, nurse practitioners, appeals coordinators, O.R. clinical specialty coordinators and case managers, BUT EXCLUDING physicians, all professional employees other than registered nurses, clinical instructors (School of Nursing), staff educators, technical employees, service and maintenance employees, clerical employees, guards, students, temporary employees, managerial employees, specialty coordinator-desk, specialty coordinator education, and supervisors within the meaning of the Act and all other employees. Item 5: Proposed Unit (changes italicized) All full-time and regular part-time registered nurses employed by Bayonne Medical Center at its 29th Street at Avenue E, Bayonne location (including offsite facilities in Bayonne), including those registered nurses employed as child health conference nurses, nurse practitioners, appeals coordinators, O.R. clinical specialty coordinators and case managers, BUT EXCLUDING physicians, all professional employees other than registered nurses, clinical instructors (School of Nursing), staff educators, clinical care managers, technical employees, service and maintenance employees, clerical employees, guards, students, temporary employees, managerial employees, specialty coordinators-desk, specialty coordinator-education, and supervisors within the meaning of the Act and all other employees. Statement of Reasons for Proposed Change The proposed change relates to the position of Clinical Care Manager, which is excluded from the bargaining unit as supervisory. If not supervisory, the position does not share a sufficient community of interest with the existing RN unit. The Union has recently filed a grievance seeking representation rights concerning these individuals. Even if the position in non-supervisory and shares a communtiy of interest with the existing RN unit, the employees at issue are entitled under Board law to vote on the question of representation. The question cannot be resolved through the contractual grievance process.
