The National Labor Relations Board is currently in shutdown/furlough due to a lapse in appropriations. NLRB headquarters and all field offices are closed. This website remains available to the public but is not actively maintained during the shutdown. Accordingly, the E-Filing applications (E-Filing, Online Charge and Petition, and My Account Portal) remain available. Documents E-filed during the shutdown will be processed once normal operations resume.

Please note that due dates to file or serve most documents continue to be tolled during the period of the shutdown. However, the due dates for filing unfair labor practice charges and certain representation petitions cannot be tolled. Click here for more information.

Homeland Security Presidential Directive 12 (HSPD 12): Policy for a Common Identification Standard for Federal Employees and Contractors

Purpose of this Publication

On January 11, 2007, OMB issued Memorandum M-07-06 requiring agencies to post metrics conveying their progress toward HSPD-12 compliance. OMB provided revised guidance to Agency Chief Information Officers on October 26, 2007, to publish on the website additional HSPD-12 compliance metrics on a quarterly basis.

About HSPD-12

Homeland Security Presidential Directive 12 (HSPD-12) mandates the development and implementation of a government-wide standard for a secure and reliable Personal Identity Verification (PIV) card issued to Federal employees and contractors. The overall goal of HSPD-12 is to achieve appropriate security assurance by verifying the identity of individuals seeking physical access to federally controlled government facilities and electronic access to government information systems.
