Welcome to Region 20 of the National Labor Relations Board. We conduct elections and investigate charges of unfair labor practices by employers or labor unions, serving parts of California and the state of Hawaii from offices in San Francisco and Honolulu. If you have questions, or wish to file a charge or petition for election, please visit one of our offices or call and ask for the Information Officer on duty. We can arrange to have someone speak with you in the language of your choice. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.

A federal judge in Hawaii has granted the NLRB’s motion for civil contempt sanctions against the Sheet Metal Workers International Association, Local 293, for failing to turn over documents sought by subpoena for more than a year.

The United States Court of Appeals for the Fifth Circuit has enforced a National Labor Relations Board order finding that Oaktree Capital Management, L.P., an asset manager for investment funds, effectively controlled the management of Hawaii’s Turtle Bay Resort and shared responsibility for unfair labor practices committed by local managers.  

The U.S. Court of Appeals for the 9th Circuit this week upheld a federal injunction ordering the Pacific Beach Hotel in Waikiki to recognize the union selected by its employees, bargain in good faith for a labor contract, and reinstate five union leaders who were fired.

The National Labor Relations Board, in a 3-0 decision issued on Tuesday, found that the Pacific Beach Hotel (HTH Corp.), violated the National Labor Relations Act in numerous respects--the latest episode in a 10-year effort by the Longshore Workers Union to secure a collective bargaining agreement for approximately 500 employees at the prominent Waikiki lodging. 

Regional Director Joseph Frankl of NLRB Region 20 in San Francisco today approved a settlement agreement between build.com, a web-based home improvement retailer operating out of Chico, California, and a former employee whom the employer discharged after she posted comments about the company to her Facebook page.
