Office Information

Regional Director

Welcome to Region 13 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving parts of Illinois and Indiana from our office in downtown Chicago. If you have questions or wish to file a charge or petition for election, please visit our office or call and ask for the Information Officer on duty. We can arrange to have someone speak with you in the language of your choice. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.

Check out the NLRB Region 13 Facebook page for the latest information on complaints, as well as ALJ and Regional Director decisions, from cases in the Chicago Regional Office.

SEEKING VOLUNTARY FIELD EXAMINER INTERNS
This Regional Office participates in the NLRB’s Volunteer Field Examiners Program for undergraduate and graduate students.  The Volunteer FX interns assist in conducting unfair labor practice investigations, arranging representation elections, conducting elections and performing basic legal research. Volunteer Interns will work directly with agents and report to a supervisor who will guide them in handling case work and investigations. Interns may be briefed by senior officials from throughout the Region and Agency about the NLRB and the NLRA. Interns will be asked to produce written work products summarizing the results of investigations along with recommendations.  The Agency will work closely with participating schools to ensure class credit where permitted or desired and will provide on-the-job training as well as training on the NLRB through live and video presentations of the Agency’s Summer Intern Program and regularly scheduled Board Agent training.  Please click on the following link: Student Positions - Pathways and volunteer for more information.

News From the Region

The National Labor Relations Board racked up yet another victory against Latino Express Inc., a Chicago-area bus company whose employees voted in early 2011 to be represented by Teamsters Local 777.  The initial ULP charges were filed in early 2011 by two fired drivers and Teamsters Local 777 at the NLRB Regional Office in Chicago.  The Region investigated the charges and in March 2011 issued a consolidated complaint alleging numerous violations by Latino Express.

In Staffing Network Holdings, (13-CA-105031; 362 NLRB No. 12), The Board affirmed the Administrative Law Judge’s findings that the Respondent violated Section 8(a)(1) by twice threatening employees with termination because of their protected concerted activity and by discharging an employee for conduct that occurred during the course of her protected concerted activity.

The Employer is a temporary employment agency that provides short and long term employment assignments.  The terminated employee worked as a long term picker for the Employer.  The terminated picker and her fellow pickers observed a stocker employee being discharged.  The pickers gathered together and requested an explanation for the stocker’s termination from their supervisor.  The supervisor informed the pickers that the stocker employee was terminated because of his attitude and his inability to maintain a brisk work pace.

On January 31, 2013, the NLRB’s Chicago Regional Office issued a Complaint against Lintrac, a corporation engaged in the maintenance and repair of tractor trailer chassis and box cars in Northlake, Ill.  The complaint alleged that Lintrac unlawfully fired its employees. Throughout the entire investigation of the charge and even after the Complaint issued, the Employer refused to acknowledge and respond to the allegations.
