Welcome to Region 5 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving Maryland, the District of Columbia and parts of Delaware, Virginia, West Virginia and Pennsylvania from our offices in Baltimore and Washington D.C. If you have questions or wish to file a charge or petition for election, please visit one of our offices or call and ask for the Information Officer on duty. Hearing impaired callers who wish to speak to an Agency representative should contact the Federal Relay Service by visiting its website at http://www.federalrelay.us/tty, calling one of its toll free numbers and asking its Communications Assistant to call our toll free number at 1-866-667-NLRB.(Instructions for Access to the Baltimore Regional Office for Disabled Individuals) We can arrange to have someone speak with you in the language of your choice. News From the Region

On April 8 and 9, 2015, Region 5 will make presentations on the NLRB’s new R-Case Rules.  The April 8 session will be in Washington, D.C. and the April 9 session will be in Baltimore.

The April 8 session is being conducted in conjunction with the Local ABA Practice and Procedure Committee.  This session will begin at 10 a.m. and will be held in the Hill Room of the offices of the law firm of Seyfarth Shaw, LLP.  The address is 975 F Street, N.W., Washington, D.C.

National Labor Relations Board General Counsel Richard F. Griffin, Jr. announced the appointment of Paula Sawyer as the Regional Attorney of the NLRB’s Regional Office in Baltimore, Maryland (Region 5). In her new position, Ms. Sawyer will assist Regional Director Charles Posner in the administration and enforcement of the National Labor Relations Act in Maryland (with the exception of Allegany and Garret counties), the District of Columbia, and parts of Delaware, Virginia, West Virginia and Pennsylvania.

National Labor Relations Board Chairman Mark Gaston Pearce and General Counsel Richard F. Griffin, Jr. announced their selection of Charles L. Posner to serve as Regional Director of the Agency’s Region 5 office in Baltimore, Maryland, which includes a resident office in Washington, DC.  Mr. Posner will be responsible for enforcement of the nation’s primary labor law covering private sector employees in Maryland, the District of Columbia, and parts of Delaware, Virginia, West Virginia and Pennsylvania.   

The United States Court of Appeals for the D.C. Circuit on Tuesday enforced the National Labor Relations Board’s order finding that a Maryland janitorial supply company prematurely declared impasse in negotiations with its employees’ union and unlawfully failed to reinstate workers after they went on strike to protest that declaration.
