Presentation to IBEW in Las Vegas
On September 21, 2012, Region 28’s Las Vegas Resident Officer Stephen E. Wamser and other members of Las Vegas Resident Office staff, including Field Examiners Barbara Baynes and Cheryl Leavengood and Field Attorney Larry “Tony” Smith, made presentations to approximately 50 persons attending a conference sponsored by the International Brotherhood of Electrical Workers (IBEW) at the Paris Hotel in Las Vegas. The attendees, from throughout the United States and Canada, were presented with a range of information about the National Labor Relations Board, the National Labor Relations Act, and Agency procedures. The Las Vegas Resident Office staff presented a mock representation case which addressed several issues, including jurisdictional standards under the Act; supervisory (Section 2(11)) status of a lead; community-of-interest analysis; matters related to single-facility and multi-facility determinations; and the use of the Daniel-Steiny formula for voting eligibility in the construction industry.
